Inverter Based Resource (IBR)

An inverter based resource (IBR) is a generating or storage resource, such as solar PV, wind, or a battery, that connects to the grid through power electronics rather than a rotating machine.

The term is used by IEEE 2800 and by NERC to group resources that share the same interconnection behavior: no inherent inertia, fast controllable response, and performance defined by control software rather than physics. The requirements that follow, ride through, frequency response, voltage control, and measurement reporting, land on the plant’s power plant controller and inverters. A battery energy storage system is an IBR in both directions, generating and consuming.
